The insurance period is calculated according to the calendar. If several periods coincide in time, one of such periods is taken into account at the choice of the person who applied for the establishment of the specified pension.

I will list all other periods that, along with periods of work, are counted in the insurance period (Article 11 of the law):

1) the period of military service, as well as other service equivalent to it, provided for by the Law of the Russian Federation “On pension provision persons who passed military service, service in the internal affairs bodies, the State Fire Service, authorities for control over the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penal system, and their families”;

2) the period of receiving compulsory social insurance benefits during the period of temporary disability;

3) the period of care of one of the parents for each child until he reaches the age of one and a half years, but not more than three years in total;

4) the period of receiving unemployment benefits, the period of participation in paid public works and the period of moving in the direction of the state employment service to another area for employment;

7) the period of residence of spouses of military personnel performing military service under a contract, together with their spouses, in areas where they could not work due to lack of employment opportunities, but not more than five years in total;

Pension reform since 2019, proposed by the Government and supported by the President, will also affect the so-called “northerners”— Russians working in the Far North (FN) and equivalent areas (MKS). Already from January 1, 2019, for this category of workers, along with others, a gradual increase in the retirement age will begin, which gives the right to early registration of an old-age insurance pension (5 years earlier than the generally established period).

In its final form, as a result of the reform, the retirement age for northerners will increase by 5 years - up to 55 years for women and 60 for men(until the end of 2018, these standards are 50 and 55 years, respectively). However, the requirements for the insurance period necessary to apply for a pension (including the northern period of service) during the reform will not change.

Pension reform for northerners

The main change in pension legislation for northerners will be in increasing age, necessary for retirement, which will be carried out in stages - starting in 2019 until the final values ​​are established in 2023 55 years for women and 60 for men.     • to retire in 2019 northerners will be allowed to reach 50.5 years for the female population and 55.5 for the male population (instead of 51 and 56);
    • in 2020- having reached 51.5 and 56.5 years, respectively (instead of 52 and 57).
  • Further increases will occur in accordance with the annual increase - up to 53 and 58 years in 2021, etc. in increments of 1 year until 2023 inclusive (see the retirement schedule by year for workers in the Far North).

Which northerners will be affected by the new pension law?

The changes presented above will affect those citizens who, according to Part 6, Clause 1 of Art. 32 laws “About insurance pensions” No. 400-FZ dated December 28, 2013 provides for the right early retirement if you have the necessary “northern experience” .

At the same time, changes in pension legislation won't touch the following categories of citizens with “northern experience”:

  • Women who have given birth to 2 or more children and having a total experience of at least 20 years, of which 12 years in the CS areas or 17 in the ISS. According to clause 2, part 1, art. 32 of Law No. 400-FZ, they will still have the right to early payment upon reaching 50 years of age.
  • Citizens permanently residing in the CS and in equivalent areas, who have worked reindeer herders, commercial hunters, fishermen at least 20 and 25 years old (women and men, respectively). They will be able to become pensioners, just like now - upon reaching the ages of 45 and 50 years(Part 7, Clause 1, Article 32 of Law No. 400-FZ).

Retirement age for northerners from 2019 in Russia

  3. In 2020 it is planned to increase for 1.5 years instead of 2 years.
  4. Gradual changes will be carried out until 2023 inclusive, when the final parameters of the new law are established.

  • total insurance experience of at least 20 years for women and 25 for men;

If a citizen has not worked the required number of years for early payment of 5 years, he may qualify for a reduction in retirement age for a shorter period if he has experience of at least 7.5 years in RKS or 10 years in ISS(since 1 year of work in areas equivalent to KS is equivalent to 9 months of work in KS areas).

  • For each 1 full calendar year of work in the RKS, the age standard decreases by 4 months(see table below).

If a citizen works for the specified number of years, he can retire 2 years earlier than the retirement age established for him, but not earlier than reaching 55 years for women and 60 years for men. Experience giving the right to early retirement

Since 2019, an additional preferential basis for the possibility of becoming a pensioner early was introduced - having at least 37 years of experience for women and at least 42 for men. With the adoption of such changes, Russians now have the opportunity to process payments 2 years earlier than will be provided for by the new pension law(taking into account the increase from 60 to 65 years for men).

  • It should be noted that initially the Government proposed to set the annual standard for early retirement at the level 40 and 45 years(women and men respectively). It is with these parameters that the government bill will be submitted to the State Duma on June 16, 2018.
  • However, the President relaxed the length of service requirements by 3 years - to 37 and 42 years.

It is also necessary to clarify that this standard (37 years for women and 42 years for men) for receiving a pension in the general case - it only allows for early payments “on preferential terms.” And for registration of an insurance pension in the general procedure for such a long work activity not required. For example, in 2020, to obtain the right to become an age pensioner, you will need to accumulate only 11 years of experience.

What is included in 37 and 42 years of service for early retirement?

Since 2015, the concept of insurance experience has been used to determine a citizen’s right to registration. But the procedure for calculating it when determining the right to early retirement will differ from the standard rules - for early retirement Not all insurance experience will be taken into account. This restriction was introduced by paragraph 4 of Art. 8 of the new law No. 350-FZ of October 3, 2018, on the basis of which it does not include periods that are generally included in the insurance period (for example, child care up to 1.5 years, military service).

The preferential length of service for early retirement includes only periods of work and (or) other activities in accordance with clause 1 of Art. 11 of Law No. 400-FZ of December 28, 2013, during which the citizen was officially employed and paid for him, as well as periods of sick leave.

However, State Duma deputies have prepared proposals for them to include military service in the length of service for early retirement. A decision on it has not yet been made.

Please note that the rules for calculating the total insurance period do not change in any way with the introduction of the new law. Restrictions will apply only when calculating length of service for early retirement, for which you need to have 37 and 42 years of work experience.

A bill to include military service as 42 years of service for men

On June 6, 2019, deputies from the LDPR faction introduced bill No. 725662-7 into the State Duma, which proposes to include military service in the insurance period, which gives the right to early retirement. The development of such a document was announced the day before by the head of the State Duma Committee on Social Policy, Yaroslav Nilov. If such a bill is approved, the new procedure for calculating preferential length of service will come into force on January 1, 2020.

The explanatory note to the project notes that exclusion from preferential length of service in the army puts citizens who have fulfilled their duty to defend the Fatherland in an unequal position and those who have not served in conscription, including those who have evaded it.

Taking into account the latest changes, in order to receive a special pension, a man must work in special working conditions for at least 10 years, and a woman 7 years. However, this will not be enough if the total length of service is less than 20 years for the stronger sex and 15 for the weaker sex. Special working conditions include:

  • employment in hazardous conditions;
  • employment in difficult conditions;
  • work in special professions;

  • for disability: victims of man-made or radiation disasters, cosmonauts, military personnel and persons equivalent to them, participants of the Second World War, flight test personnel;
  • in case of loss of a breadwinner: families of military personnel, flight test personnel and astronauts;
  • old age: victims of man-made or radiation disasters;
  • social pensions: for disabled children (including by birth), disabled people, persons not entitled to an insurance pension.

To receive pension payments from federal bodies, requirements are imposed only on total length of service:

  • for federal civil servants from 2019 it is 15.5 years (from 2019 – 16.5 years);
  • for cosmonauts and pilots – 25 years for men or 20 for women;
  • for military personnel is established in accordance with the Law of the Russian Federation of February 12, 1993 No. 4468-1 on pension provision for these persons;
  • liquidators – 5 years;
  • disabled people - no requirements.

Minimum length of service for granting an old-age pension

Until recently, the minimum insurance period for an old-age pension was 5 years, but taking into account recent changes since 2015, the calculation has become as follows:

  • from 01/01/2015 the minimum was 6 years;
  • from 01/01/2016 increased to 7 years;
  • from 01/01/2017, 8 years are required;
  • from 01/01/2018 it will be 9 years.

In this way, until 2024, it is planned to gradually increase this indicator to 15 years. If the value at the time of retirement is less, the person will be assigned a social pension, to which there will be an additional payment of up to living wage the region where he lives.

The procedure for calculating length of service

In accordance with Federal law“On labor pensions in Russian Federation» each insured person must be assessed pension rights, and the number of years does not affect this indicator. The assessment of pension rights occurs in two stages, based on the worked period of work: before January 1, 2015 and after. In the first case, the calculation occurs using the calculation rules in force at that time and taking into account the preferential procedure. In the second, the procedure for calculating length of service is regulated by the provisions of Law No. 400-FZ “On Insurance Pensions”.

Increasing coefficients

When there are no special conditions, length of service is accrued on a calendar basis. However, taking into account recent changes, correction factors are used for some categories:

  • 1.5. Used for citizens who were exposed to radiation during actions to eliminate the consequences of the disaster at the Chernobyl nuclear power plant (with the exception of military personnel);
  • 2.0. Employment in leper colonies or other institutions for combating dangerous epidemics is taken into account. Those undergoing military service are subject to this coefficient.
  • 3.0. For combatants and those undergoing treatment and rehabilitation after war injuries.

What periods are not taken into account?

Every person must understand that there are certain time periods that are not taken into account in insurance experience. These include:

  • periods taken into account when assigning a pension in accordance with the laws of another state, however, foreigners can count on receiving an old-age pension if they permanently reside in Russia;
  • periods of service before the granting of a disability pension, or work activity, taken into account when determining the amount of pension payments for long service.

Pension in the absence of insurance experience

Taking into account the fact that the person did not work at all, he is assigned social pension for old age (if there are no other possible grounds for receiving another type state pension). This is a legally established minimum amount - a kind of guarantee from the state. However, the start of retirement age increases to 65 for men and 60 for women.

Representatives of the small peoples of Siberia and the North who are engaged in subsistence work also receive social pensions, but men from 55 years old, and women from 50 years old. In addition, in the complete absence of employment status for a disabled person or a deceased breadwinner, an appropriate social pension is assigned, the amount of which is indexed in accordance with the order of the Russian Government.
