In accordance with the Regulations on the Ministry of Labor and social development Russian Federation (clause 8.12), approved by Decree of the Government of the Russian Federation of April 23, 1997 N 480, the Ministry of Labor and Social Development of the Russian Federation decides:

1. Approve standard industry standards for the free provision of special clothing, special footwear and other personal protective equipment to workers:

The building materials industry, glass and porcelain-faience industries according to Appendix No. 1;

Civil aviation in accordance with Appendix No. 2;

Those employed in construction, construction and installation and repair and construction work, in accordance with Appendix No. 3;

Radio engineering and electronic production in accordance with Appendix No. 4;

Shipbuilding and ship repair organizations in accordance with Appendix No. 5;

Organizations of the food, meat and dairy industries in accordance with Appendix No. 6;

Elevator, flour-grinding and feed milling industries in accordance with Appendix No. 7;

Railway transport of organizations (railway intra-factory transport) in accordance with Appendix No. 8;

Stations and workshops for processing generator gas in accordance with Appendix No. 9;

Carrying out observations and work on the hydrometeorological regime of the environment, in accordance with Appendix No. 10;

Steam power and energy facilities (except for the production of electrical energy) in accordance with Appendix No. 11;

Higher educational institutions in accordance with Appendix No. 12;

Cultural organizations in accordance with Appendix No. 13;

Employed in the production of musical instruments, according to Appendix No. 14;

Organizations of the State Committee of the Russian Federation for State Reserves in accordance with Appendix No. 17.

2. Approve standard industry standards for the free issuance of special clothing, special shoes and other personal protective equipment to permanent and variable personnel of educational and sports organizations of the Russian Defense Sports and Technical Organization (ROSTO) in accordance with Appendix No. 18.

3. With the adoption of this resolution, the standard industry standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, approved by the resolutions of the State Committee for Labor of the USSR and the Presidium of the All-Union Central Council of Trade Unions, in accordance with Appendix No. 19, do not apply on the territory of the Russian Federation.

The composition of educational and sports organizations of the Russian

Defense Sports and Technical Organization (ROSTO)

Aviation service of ROSTO aviation organizations and specialists from other divisions of these organizations engaged in providing and servicing flights, as well as the engineering staff of the aviation departments of the republican, regional and regional councils of ROSTO.
Cadets of the ROSTO Aviation Technical School are issued personal protective equipment for 50% of the payroll, except for cotton summer suits, which are issued for 100% of the school's payroll.
2. The wearing period of all personal protective equipment issued to the full-time engineering staff of the aviation engineering service of the Aviation Directorate of the Central Authority of ROSTO and the aviation departments of the republican, regional and regional councils of ROSTO is increased by 2 years.
3. Terms of wearing all personal protective equipment issued to the chiefs of the fire brigade (security), fire service and full-time flight directors of ROSTO aviation organizations are increased by 1 year.
4. Cotton jacket with batting, winter with fur collar issued to the engineering and technical staff of the aviation engineering service of ROSTO aviation organizations who directly service aircraft, and to engineers of the aviation departments of the republican, regional and regional councils of ROSTO.
5. A demi-season cotton jacket in areas with a temperate climate is issued to the engineering and technical staff of the aviation engineering service of ROSTO aviation organizations, who directly service aircraft, and to the engineers of the aviation departments of the republican, regional and regional councils of ROSTO.
6. A cotton jacket with batting combined with a fur collar is issued to specialists from other divisions of ROSTO aviation organizations who are not directly involved in servicing aircraft, and to cadets of the ROSTO aviation technical school.
7. The sweater, sandals and beret are issued to the engineering and technical staff of the aviation engineering service of ROSTO aviation organizations who directly service the aircraft.
8. A cotton summer suit is issued to cadets of the ROSTO aviation technical school, one set for 1 year.
9. Army felt boots and galoshes for them in areas with a hot climate are issued to 15% of the payroll number of engineering and technical staff of ROSTO aviation organizations.
10. Thin felt boots and galoshes for them are issued to engineers of the aviation engineering service of ROSTO aviation organizations who directly service aircraft, as well as to engineers of the aviation departments of the republican, regional and regional councils of ROSTO. Army felt boots and galoshes for them are not issued in these cases.
11. When the workers named in paragraph "d" are employed on the coast of the Arctic Ocean, the following are issued: fur high boots - 1 pair for 3 years, fur socks - 1 pair for 1 year, wool socks - 1 pair for 1 year, mittens for fur - 2 pairs for 1 year.
12. A cotton winter helmet in all climatic regions and a cotton summer helmet in areas with particularly cold climates are issued to the engineering and technical staff of the aviation engineering service of ROSTO aviation organizations directly servicing aircraft, and on the coast of the Arctic Ocean - to all personnel receiving funds personal protection according to the standards named in this paragraph. A cotton winter helmet on the coast of the Arctic Ocean is issued to the specified specialists for 2 years.
13. Leather gloves with fur are issued to engineers of the aviation engineering service of ROSTO aviation organizations who directly service aircraft, and to engineers of aviation departments of the republican, regional and regional councils of ROSTO instead of fur-lined mittens and warm cotton gloves. On the coast of the Arctic Ocean, these specialists are additionally issued cotton mittens with fur - 1 pair for 1 year.
14. Robe white cotton and white cotton berets are allowed to be issued to engineering and technical personnel servicing precision instruments and equipment by increasing the wear period from 2 to 3 years for two sets of cotton summer suits.
15. The engineering and technical staff of ROSTO aviation organizations directly servicing aircraft includes the entire engineering and technical staff of the aviation engineering service of these organizations (with the exception of accounting and planning technicians) and flight test stations of aircraft repair plants, as well as engineering - technical staff of aircraft repair plants directly involved in the repair of aircraft.

Note toSection III. Workers who occasionally perform repair work on aircraft (airplanes and helicopters) in field conditions, for the duration of these works, the following duty workwear and special footwear are issued depending on the season: a summer suit for civil aviation workers, canvas mittens, tarpaulin boots, a cotton winter jacket with batting with a fur collar, cotton trousers with an insulating lining with a through stitch, felted boots with galoshes and fur mittens.

General notes to these Standards.

1. It is allowed to replace a fur short coat issued to aviation workers in a special climatic region with a fur jacket and vice versa, with the consent of the employee by order of the employer and in agreement with the relevant trade union body or other representative body authorized by the employees. The wear period of a fur jacket is 3 years.

2. Workers involved in cleaning tanks in the fuel and lubricants services of airline enterprises are issued:

Rubber boots- 1 pair for one year

Rubber gloves - 4 pairs for one year

Hose gas mask- Before wear.

3. Workers who do not have the right to free provision of warm workwear, safety footwear and other personal protective equipment and who are engaged in outdoor work in winter, for the period of a significant drop in temperature, are issued warm workwear, safety footwear and other personal protective equipment at the expense of used ones and repaired ones after expiration. period of wearing warm workwear, safety shoes and other personal protective equipment.

When constantly working in high mountain areas at an altitude of 2000 m and above, ground workers are provided with special clothing and safety footwear according to the standards established for climatic region IV.

4. It is allowed to replace: an elongated fur jacket or a fur short coat with an insulated jacket TA-01 for ground services of civil aviation on a “Thinsulate” type insulation with the same wearing periods; a fur suit, including a fur jacket and fur trousers (overalls), for an insulated suit TA-01 for ground services of civil aviation with the same wearing periods; fur vest for a vest with "Thinsulate" type insulation with the same wearing periods. This replacement is made with the consent of the employee by order of the employer and in agreement with the relevant trade union body or other representative body authorized by the employees.

5. It is allowed to replace: a cotton jacket with batting with a fur collar (cotton winter jacket with batting with a fur collar) with a demi-season jacket for civil aviation workers with Thinsulate insulation with the same wear period, cotton trousers with batting with trousers (semi-overalls) ) demi-season with "Thinsulate" type insulation with an increase in wear life by 1 year; a leather biker jacket with a cotton lining and a fur collar on a leather jacket with Thinsulate insulation with the same wear time. This replacement is made with the consent of the employee by order of the employer and in agreement with the relevant trade union body or other representative body authorized by the employees.

6. Workers whose professions are provided for in paragraph 83 of these Standards, instead of jackets and trousers with insulating padding, may be issued: I, II and III belts - winter suits for welders with overlays made of IM-1 fabric, in IV and special belts - winter suits for welders with overlays made of IM-1 fabric with insulated underwear with the same wearing periods.

7. Employees for whom free issuance of hats with ear flaps is not provided, when working permanently outdoors During periods of significant temperature drops, earflap hats are issued with the following wearing periods according to climatic regions: during II and III - 4 years, in IV, V and special - 3 years.

The engineering and technical staff of ROSTO aviation organizations directly servicing aircraft includes the entire engineering and technical staff of the aviation engineering service of these organizations (with the exception of accounting and planning technicians) and flight test stations of aircraft repair plants, as well as engineering - technical staff of aircraft repair plants directly involved in the repair of aircraft.
