The term “minimum pension” does not exist in legal practice. This is not a fixed value established at the state level, but rather a virtual designation that determines the threshold for comfortable living for older people in a particular region.
To determine this value, the standard of living of the population and fixed payments established for other categories of citizens living in the region are taken into account. Therefore, for each area this value is calculated individually.
For North Ossetia in 2018, the following figures were decisive:
- the minimum wage is 7,800 rubles. for budgetary and commercial organizations;
- average cost of living - 9,129 rubles;
- living wage for working citizens - 9,651 rubles;

Social allowances
Currently, 209,729 pensioners living in the republic receive state support for old age, of which 138,824 people live in Vladikavkaz. If the actual amount of a citizen’s pension is lower than the minimum established at the regional level, a social supplement is made.

Registration procedure

At the same time, the difference in the size of this indicator in different regions of the Russian Federation is ensured precisely due to the existing difference in prices in different subjects.
It must be remembered that the cost of living is not an accurate indicator of what is minimally necessary for a person, therefore, first of all, it has a general statistical significance necessary for determining the minimum amounts of various payments and payments to provide for a person.
The cost of living can be used both to determine the actual level of the minimum wage or minimum pension, and to calculate other payments. In particular, this indicator is used to determine the necessary alimony in some situations. In addition, many other indicators and standards can also be used to calculate the cost of living and the dynamics of its change. This indicator changes based on the results of each individual quarter, but the government of the Federation or constituent entities of the Russian Federation does not always have time to adapt the relevant calculations and resolutions to the indicators of the past period.

This Law establishes legal basis to determine the subsistence level in the Republic of North Ossetia-Alania and take it into account when establishing state guarantees for citizens of the Russian Federation living in the republic to receive a minimum cash income and when implementing other measures of their social protection.
Article 1. Basic concepts used in this Law

The cost of living per capita and for the main socio-demographic groups of the population in the Republic of North Ossetia - Alania is determined quarterly on the basis of the consumer basket and data from the Territorial body of the Federal State Statistics Service for the Republic of North Ossetia - Alania (except for the cases provided for in part 3 of this article) on the level of consumer prices for food and consumer price indices for food, non-food goods and services and expenses for mandatory payments and fees. Article 7. Taking into account the cost of living when providing citizens with social support measures

A family (a citizen living alone), whose average per capita income (income) is below the subsistence level established in the Republic of North Ossetia - Alania, is considered low-income (poor) and has the right to receive state social support.
