FIRE SERVICE OF THE MINISTRY OF THE RUSSIAN FEDERATION

AND ELIMINATION OF THE CONSEQUENCES OF NATURAL DISASTERS,

HAVING SPECIAL RANKS OF THE INTERNAL SERVICE

I. Fundamentals

1. The rules for wearing uniforms by employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, who have special ranks of internal service, apply to employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief consequences of natural disasters (hereinafter referred to as the State Fire Service of the Ministry of Emergency Situations of Russia), as well as citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform.

2. The uniform is worn strictly in accordance with these Rules. The uniform is divided into ceremonial (for formation and out of formation), casual (for formation and out of formation), and each of these uniforms is divided into summer and winter.

Formations are carried out both in the form of clothing for the formation and outside the formation.

When employees perform specific official tasks, they are required to wear special clothing.

3. Citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

4. The uniform and, if necessary, the name of items that complement or clarify it are announced to employees daily or for the period of specific events by the heads of departments, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia based on the requirements of these Rules, taking into account the specifics of performing official tasks, for example: “Summer casual uniform clothes are out of order."

5. Employees of the State Fire Service of the Ministry of Emergency Situations of Russia wear full dress uniform: when taking the oath; when appointed to the honor guard; on the days of annual holidays of divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia; when receiving state awards; when serving as sentries guarding the Banner of a unit, body or institution of the State Fire Service of the Ministry of Emergency Situations of Russia; at official events.

It is allowed to wear dress uniforms on weekends and holidays, as well as during off-duty hours.

Employees wear casual uniforms in all other cases, including eliminating the consequences of emergencies, fires, carrying out emergency rescue operations, performing combat duty (service), participating in exercises, and in classes.

6. The transition to summer or winter uniforms is established by orders of the heads of regional centers for civil defense, emergency situations and disaster relief (hereinafter referred to as the regional center), the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation, divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia .

When switching to summer or winter uniforms, heads of departments and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia conduct drill reviews at which they check appearance employees, condition of uniform items.

7. When employees are temporarily staying in another regional center, they should be guided by the seasonal dress code established in the regional center.

8. Employees wear uniforms with sleeve insignia established sample with the symbols of the Ministry of Emergency Situations of Russia, divisions and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia.

Employees of the rotating staff of short-term courses (schools) and training camps wear the uniform in which they arrived for these courses (schools) and training camps.

Employees sent for training in educational institutions or retraining and advanced training courses wear the uniform that they wore before being sent for training.

Sportswear may be worn in gyms and sports fields during sports activities and competitions.

Wearing uniforms and insignia of unidentified types;

Wearing soiled or damaged clothing items;

Mixing uniform items with civilian clothing.

II. Dress code for middle, senior and higher

Commanding staff (men)

10. Summer dress uniform for and out of formation:

12. When wearing full dress uniform, you are allowed to wear:

A demi-season raincoat made of gray-blue raincoat fabric with a white muffler when wearing a summer uniform, and also with a gray-blue woolen cap when wearing a winter uniform.

V. Shoulder straps, emblems, cockades, buttons and sleeve insignia

37. Persons of the highest command should wear shoulder straps:

On tunics (jackets) in full dress uniform there are sewn shoulder straps with a golden field, with orange piping;

On tunics (jackets) with casual uniforms, demi-season jackets, coats and winter jackets - sewn shoulder straps with a gray-blue field, with orange piping;

Woolen jackets and summer jackets have removable shoulder straps with a gray-blue field and orange piping;

On white and gray-blue shirts (blouses) there are removable shoulder straps with a field, respectively, of white or gray-blue color and orange piping;

Embroidered golden stars are placed on the shoulder straps in accordance with the special rank; on the golden fields there are stars with an orange edging.

38. Middle and senior commanding officers wear shoulder straps:

On tunics (jackets) in full dress uniform there are sewn shoulder straps with a golden field, with gaps and orange piping;

On tunics (jackets) with casual uniforms, demi-season jackets, coats and winter jackets, there are sewn shoulder straps with a gray-blue field, with gaps and orange piping;

On woolen jackets and summer jackets there are removable shoulder straps with a gray-blue field, with gaps and orange piping;

On white and gray-blue shirts (blouses) there are removable shoulder straps with a field, respectively, white and gray-blue, with gaps and orange piping;

On demi-season raincoats there are shoulder straps made of the fabric of the top of the product, sewn into the sleeve seam, with a triangular upper edge fastened with a button.

Gold-colored metal stars are placed on the shoulder straps in accordance with the special rank.

39. Persons of private and junior command staff wear shoulder straps:

On tunics (jackets), demi-season jackets (for warrant officers of the internal service), coats and winter jackets - sewn shoulder straps with a gray-blue field, with orange piping;

On woolen jackets, summer jackets and shirts (blouses) - removable shoulder straps with a gray-blue field, with orange piping;

On white shirts (blouses) (for warrant officers of the internal service) there are removable shoulder straps with a white field;

On demi-season raincoats there are shoulder straps made of the fabric of the top of the product, sewn into the sleeve seam, with a triangular upper edge fastened with a button.

In accordance with the special rank the following are placed:

On the shoulder straps of warrant officers of the internal service there are golden metal stars;

On the shoulder straps of sergeants and foremen of the internal service there are plates (stripes) of golden color.

40. Cadets educational institutions shoulder straps are worn:

On tunics (jackets), coats and winter jackets there are sewn shoulder straps with a field of gray-blue color, with longitudinal stripes of golden color on the sides;

On woolen jackets, summer jackets and shirts (blouses) there are removable shoulder straps with a gray-blue field, with longitudinal golden stripes on the sides;

41. Placement of stars on the shoulder straps of middle, senior, senior commanding personnel and warrant officers in accordance with the appendix to these Rules.

42. Insignia for a special rank - plates (stripes) on the shoulder straps of internal service foremen are located along the longitudinal center line, internal service sergeants are located perpendicular to the longitudinal center line of the shoulder strap. 43. Gold-colored metal emblems on shoulder straps - small emblem of the Russian Ministry of Emergency Situations.

The emblems are placed on the longitudinal center line of the shoulder strap at a distance of 5 mm from the button.

44. The sleeve insignia for belonging to the Ministry of Emergency Situations of Russia is worn on the outside of the left sleeve at a distance of 80 mm from the top point of the sleeve seam.

45. The sleeve insignia for belonging to specific units and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia is worn on the outside of the right sleeve at a distance of 80 mm from the top point of the sleeve seam.

46. ​​Sleeve insignia for training courses for cadets of educational institutions (golden squares) are worn on the outside of the left sleeve. The number of squares on the sign must correspond to the course of study. The golden-colored angles on a gray-blue textile base consist of two rays connected at an angle of 105 degrees, directed upward. The distance between the upper and lower connection points of the beams is 8 mm. The distance between the upper edges of the beams is 80 mm. The upper beams have a vertical side edge 8 mm long.

On coats and jackets, the sleeve insignia is placed at an angle downwards at a distance of 10 mm below the sleeve insignia of the Russian Ministry of Emergency Situations.

VI. Features of wearing uniform items

47. Wearing a hat with earflaps with earphones down is allowed at an air temperature of minus 10 degrees and below, and with earphones tied at the back - when servicing weapons and special equipment, during household work and in other cases as directed by the head of a department, body or institution of the State Border Service Russian Emergency Situations Ministry. With the headphones raised, the ends of the braid are tied and tucked under the headphones; with the headphones lowered, they are tied under the chin.

48. The cap with earflaps and the cap are worn straight, without tilting, and the cap and beret are worn with a slight tilt to the right side. In this case, the visor of the cap should be at the level of the eyebrows, and the lower edge of the hat with earflaps, cap and beret should be at a distance of 2 - 4 cm above the eyebrows.

The removed headdress in formation is placed in the left freely lowered hand: the cap with earflaps, cap, cap and beret must be facing forward with the cockade; the bottom edge of the cap, hat with earflaps and beret should be facing the employee’s leg, and the cap - down.

49. Outerwear is worn fastened with all buttons or snaps (woolen and summer jackets with a zipper up to the level of the yoke), and demi-season raincoats and demi-season jackets, in addition, with a belt fastened with a buckle.

It is allowed to wear a winter and demi-season coat (for female employees) with the top button undone, and a woolen jacket buttoned to the top in inclement weather.

Demi-season raincoats and winter field jackets are worn with or without a hood.

Distance from floor to bottom of products:

Winter coat, demi-season raincoat (except female employees) - 50 - 55 cm;

Winter and demi-season coat, demi-season raincoat for female employees - 40 - 50 cm.

50. Commanding officers wear winter coats and demi-season jackets with gray-blue buttonholes with golden embroidery in the form of laurel branches and piping along the edges of the buttonhole (except for the bottom edge).

Buttonholes are placed on a winter coat so that the side edge of the buttonhole is placed along the finishing stitch parallel to the flyaway of the collar, and the lower edge of the buttonhole is along the lower edge of the collar; on a demi-season jacket - so that the side edge is placed at a distance of 10 mm from the collar, and the lower edge of the buttonhole is located along the lower edge of the collar.

On a winter coat and a demi-season jacket, a removable fur collar is worn:

Top, senior and middle command staff - from sheepskin;

Warrant officers of the internal service, privates and junior commanding officers - made of faux fur.

51. Woolen jackets of senior command - with golden-colored embroidery in the form of laurel branches at the ends of the collar.

52. Shirts (blouses) are allowed to be worn:

Shirts (blouses) with a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) formal dress out of order (with a cap) and casual (with a cap or wool cap) uniforms; shirts (blouses) with an unbuttoned top button, without a tie, without a tunic (jacket, jacket) with summer (indoors - with summer and winter) casual uniform outside formation (with a cap or woolen cap) on the territory of the institution (unit), except for duty, official meetings and formations ;shirts (blouses) with short sleeves with the top button undone, without a tie, without a tunic (jacket, jacket) with a summer casual uniform (with a woolen cap); a shirt (blouse) with short sleeves, as directed by the head of the institution (unit), if necessary, is worn with a tie and cap.

53. The tie is attached to the shirt with a gold-colored tack of the established pattern between the third and fourth buttons from the top.

The bow tie is worn with a golden-colored hairpin of the established pattern.

54. Woolen trousers must have ironed longitudinal folds.

55. Woolen trousers for privates and junior commanding officers, when wearing boots with high tops, are tucked under the tops.

56. A knitted muffler is worn neatly tucked under the collar of a winter coat, demi-season raincoat, winter jacket, demi-season jacket. The upper edge of the muffler should protrude evenly above the collar by 1 - 2 cm.

57. Black gloves are required to be worn in the ranks when wearing winter clothing. In other cases, wearing gloves is not necessary.

When performing a military salute, gloves are not removed.

58. Boots must be carefully laced, the ears of the boots are tucked into the tops, and the ankle boots are zipped.

Socks are worn black.

Female employees wear beige (flesh) or black stockings (tights).

59. A waist belt is worn over a winter coat, a woolen jacket, or a winter jacket.

The waist belt on a winter coat should be located between the first and second rows of buttons from the bottom; on a woolen jacket - between the first and second button from the bottom; on a winter jacket - located at waist level; on coats of female employees - located above the second button from the bottom.

60. A gray-blue summer jacket is worn over trousers, with a zipper fastened, with a hemmed white collar, the upper edge of which should protrude 1 - 2 mm above the collar. Middle and senior and senior commanding officers and warrant officers of the internal service are allowed to wear a jacket without a collar.

Summer gray-blue trousers are tucked into high-top boots or boots.

It is permitted, by order of the head of the unit, to wear trousers over boots.

61. A gray-blue winter jacket is worn in inclement weather with the hood on and the collar buttoned up.

It is allowed to wear a jacket with the top button undone and without a hood.

Gray-blue winter trousers are tucked into high-top boots or boots.

It is permitted, as directed by the head of the unit, to wear trousers over shoes or boots.

62. A cape is worn over uniform items (if necessary).

VII. Wearing state and departmental awards

And badges

63. In full dress uniform, the following are worn on tunics and jackets:

State awards of the Russian Federation and the USSR (orders, medals, insignia and badges for honorary titles);

Departmental awards (medals, insignia);

Awards from foreign countries;

When wearing ceremonial out of order, casual uniforms and summer suits, the following are worn on tunics, jackets and jackets:

State awards of the Russian Federation and the USSR (insignia, ribbons of orders, medals and insignia on bars, badges for honorary titles);

63. Insignia according to employee affiliation are sleeve and chest insignia.

Sleeve insignia for belonging to the Ministry of Emergency Situations of Russia are located on the outer side of the left sleeve of uniform items.

Sleeve insignia according to specific units, bodies, organizations of the Ministry of Emergency Situations of Russia are located on the outer side of the right sleeve of uniform items.

Employees who do not have sleeve insignia for belonging to specific units wear insignia for belonging to a higher unit, body, organization or insignia for belonging to the federal fire service of the State Fire Service.

Employees performing functional duties outside the Russian Federation wear on the outside of the right sleeve, instead of the insignia of belonging to a specific unit, a sleeve insignia of belonging to the federal fire service of the State Fire Service.

68. Other insignia are worn in accordance with the requirements of the orders on their establishment.

69. Shoulder straps and insignia must be sewn on correctly and neatly. Shoulder straps are clean, not wrinkled, without inserts. Metal insignia of employees should not be deformed, have enamel chips or abrasions.

X. Features of wearing uniforms

70. Fur hat with earflaps made of sheepskin, dark blue, with an orange felt hat - worn with a golden-colored cockade (for employees of senior, senior and middle management with a cockade framed in gold).

A woolen cap of gray-blue color is worn with a cockade located in the front center of the band, framed in golden color (for senior officials - golden-colored embroidery with 5% gilding in the form of a frame of laurel leaves, tied at the bottom with a ribbon, with a golden-colored cockade). For senior management employees, the visor has embroidery in the form of 5% gilded laurel leaves.

The wool cap is worn with a golden-colored cockade.

74. Outerwear is worn with a zipper, all buttons or buttons (a woolen jacket and a special summer suit jacket - with the zipper unbuttoned at the level of the yoke, the upper part of the breast pockets).

It is allowed to wear a woolen jacket, buttoned to the top in inclement weather.

75. When wearing a winter uniform, with a headdress - a sheepskin fur hat with earflaps, a removable collar made of dark blue fur sheepskin is worn on the jacket of a winter suit.

Employees of senior command and those with the special rank of colonel of the internal service are allowed to wear a removable collar made of gray astrakhan with a hat with earflaps made of gray astrakhan.

76. When wearing winter uniform, with a headdress - a woolen cap and a woolen beret, a removable dark blue sheepskin collar is not worn on the jacket of a winter suit.

77. Employees wear uniform items of the established type, in good working order, clean and ironed. Trousers must have longitudinal ironed folds on the front and back halves of the trousers.

78. Shirts (blouses) are allowed to be worn:

shirts (blouses) with a tie, without a woolen tunic (woolen jacket, woolen jacket) with summer (indoors - with summer and winter) formal dress out of order (with a woolen cap) and casual (with a woolen cap or woolen cap) uniform;

80. A knitted muffler is worn neatly tucked under the collar of a winter jacket, winter suit jacket, or demi-season jacket. The upper edge of the muffler should protrude evenly above the collar by 1 - 2 cm.

81. Black gloves are required to be worn in the ranks when wearing winter clothing. In other cases, wearing gloves is not necessary.

When performing a military salute, gloves are not removed.

82. Shoes should be neatly laced, ankle boots should be zipped.

83. Socks are worn in black.

84. Female employees wear beige (flesh) or black stockings (tights).

85. The waist belt is worn over the jacket of a winter suit.

The waist belt on a winter jacket should be located at waist level.

86. The jacket of a special summer suit of dark blue color is worn over trousers, with a zipper fastened.

87. A dark blue winter jacket is worn in inclement weather with the hood on and the collar buttoned up.

It is allowed to wear a jacket with the top button unbuttoned, with a zipper down to the level of the yoke, without a hood.

XI. Wearing state, departmental awards and badges

88. When wearing ceremonial uniforms for formation, on woolen ceremonial jackets, woolen ceremonial jackets, and summer special suit jackets (for junior commanding officers and enlisted personnel, including cadets), the following is worn:

state awards of the Russian Federation and the USSR (orders, medals, insignia and badges for honorary titles);

departmental awards (medals, insignia);

awards from foreign countries;

When wearing ceremonial out of order, everyday uniform wear on woolen jackets, woolen jackets, woolen jackets and summer special suit jackets, the following is worn:

89. State awards of the Russian Federation and the USSR, departmental insignia of the federal executive authorities of the Russian Federation are located in the following sequence:

USSR medals;

departmental awards of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief;

Orders, medals and decorations of foreign states are located after departmental awards of federal executive authorities.

It is prohibited for employees of the Federal Border Guard Service to wear awards from public organizations on their uniforms.

90. The badge of the Order of St. Andrew the First-Called Apostle is worn on the order chain or on the shoulder ribbon.

Wearing the badge of the Order of St. Andrew the First-Called on the order chain is allowed on especially solemn occasions.

When wearing the badge of the Order of St. Andrew the Apostle on the shoulder ribbon, it passes over the right shoulder.

The star of the Order of St. Andrew the First-Called Apostle is located on the left side of the chest, to the left of the orders, below the order blocks.

The badge of the Order of Merit for the Fatherland, 1st class, is attached to the shoulder ribbon, which passes over the right shoulder.

The star of the Order of Merit for the Fatherland, I and II degrees, is located on the left side of the chest, to the left of the orders, below the order blocks, under the star of the Holy Apostle Andrew the First-Called.

Orders and medals on the left side of the chest are placed horizontally in a row from the center of the chest to its edge in the order indicated in. When wearing two or more orders or medals on the left side of the chest, their blocks are connected in a row on a common bar. Orders and medals that do not fit in one row are transferred to the second row and subsequent rows located below the first, placing them also from the center of the chest to its edge in the order specified in paragraph 89. The general strip of the blocks of orders and medals of the second row should go under orders and medals of the first row. Subsequent rows are arranged in a similar order.

94. Ribbons of orders and medals on straps are placed on the left side of the chest horizontally in a row from the center of the chest to its edge in the order established in. There should be no more than four ribbons in a row. Tapes that do not fit in one row are transferred to the second, third and fourth rows.

The height of the bar with ribbons of orders and medals is 8 mm.

The ribbon of the Order of St. Andrew the First-Called Apostle is worn separately on a bar 12 mm high (ribbon width is 45 mm) and is located in the center above the bars with ribbons of other orders and medals. For those awarded for distinction in military operations, the ribbon additionally contains two miniature crossed gilded swords.

The ribbon of the Order "For Merit to the Fatherland" is worn separately on a bar 12 mm high (the width of the ribbon of the Order of the I degree is 45 mm, the II and III classes are 32 mm, the IV class is 24 mm) and is located in the center after the ribbon of the Order of St. Andrew the Apostle the First-Called higher than the bars with ribbons of other orders and medals. 97. The procedure for placing (location) of award signs of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief is determined by orders of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief.

98. The insignia for graduating from educational institutions of vocational education is placed horizontally in a row with the award insignia of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief from the center of the chest to its edge, and there should be no more than 3 insignia.

99. Wearing the insignia for graduating from educational institutions of vocational education is mandatory.

100. Badges for wounds are located on the right side of the chest above the orders.

VIII. Features of wearing individual items of clothing by employees

102. It is allowed to wear the following items of the previous uniform until the wearing period expires:

winter, demi-season woolen coat;

demi-season wool jackets;

demi-season raincoat;

tunics, jackets.

103. The wearing period for items of gray-blue uniform is calculated from the moment of issuance, which is made upon the expiration of the wearing period for previously issued similar items of clothing.

104. During the transition period, when issuing items of uniform of a new type, it is allowed, at the expense of the existing stocks of clothing in warehouses, to replenish the employees of the Federal Border Guard Service with items of clothing of the previous samples.

The issuance of previous samples of uniform items is carried out as a matter of priority to provide for dismissed employees.

Newly recruited employees are provided with priority.

I. Fundamentals

1. The rules for wearing uniforms by employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief, who have special ranks of internal service, apply to employees of the State Fire Service of the Ministry of the Russian Federation for Civil Defense, Emergencies and Disaster Relief disasters (hereinafter referred to as the State Fire Service of the Ministry of Emergency Situations of Russia), as well as citizens dismissed from service from divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform.

2. The uniform is worn strictly in accordance with these Rules. The uniform is divided into ceremonial (for formation and out of formation), casual (for formation and out of formation), and each of these uniforms is divided into summer and winter.

Formations are carried out both in the form of clothing for the formation and outside the formation.

When employees perform specific official tasks, they are required to wear special clothing.

3. Citizens dismissed from service from units, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia with the right to wear a uniform are allowed to wear the uniform established at the time of dismissal.

4. The uniform and, if necessary, the name of items that complement or clarify it are announced to employees daily or for the period of specific events by the heads of departments, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia, based on the requirements of these Rules, taking into account the specifics of performing official tasks, for example: “Summer casual uniform clothes are out of order."

5. Employees of the State Fire Service of the Ministry of Emergency Situations of Russia wear full dress uniform: when taking the oath; when appointed to the honor guard; on the days of annual holidays of divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia; when receiving state awards; when serving as sentries guarding the Banner of a unit, body or institution of the State Fire Service of the Ministry of Emergency Situations of Russia; at official events.

It is permitted to wear dress uniforms on weekends and holidays, as well as during off-duty periods.

Employees wear casual uniforms in all other cases, including eliminating the consequences of emergencies, fires, carrying out emergency rescue operations, performing combat duty (service), participating in exercises, and in classes.

6. The transition to summer or winter uniforms is established by orders of the heads of regional centers for civil defense, emergency situations and disaster relief (hereinafter referred to as the regional center), the main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation, divisions, bodies and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia.

When switching to summer or winter uniforms, heads of departments and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia conduct drill inspections, at which the appearance of employees and the condition of uniform items are checked.

7. When employees are temporarily staying in another regional center, they should be guided by the seasonal dress code established in the regional center.

8. Employees wear a uniform with sleeve insignia of the established pattern with the symbols of the Ministry of Emergency Situations of Russia, divisions and institutions of the State Fire Service of the Ministry of Emergency Situations of Russia.

Employees of the rotating staff of short-term courses (schools) and training camps wear the uniform in which they arrived for these courses (schools) and training camps.

Employees sent for training in educational institutions or retraining and advanced training courses wear the uniform that they wore before being sent for training.

Sportswear may be worn in gyms and sports fields during sports activities and competitions.

9. Prohibited:

wearing uniforms and insignia of unknown types;

wearing soiled or damaged clothing items;

mixing uniform items with civilian clothing.

Workers are provided with protective clothing, which includes special shoes and equipment. Until 2006, this unified uniform had several versions and was issued to employees of the Ministry of Emergency Situations for experimental wear. In 2006, the Department of Logistics and Armament, together with the manufacturer, subjected a special set of employees of this department to modernization. In the production of workwear, membrane materials began to be used, due to which the uniform is not blown out, does not get wet, does not interfere with air circulation and retains heat for a long time. The introduction of new types of workwear occurred gradually, as old stocks were used up. Modern form The Ministry of Emergency Situations was presented at the exhibition “Integrated Security” and represents 30 types of clothing suitable for various situations.

Types of form

Employees are equipped with special clothing, which can be:

  • Front door. This uniform is intended for combat and non-combat wear. It can be winter and summer.
  • Casual. The approved Rules for Wearing Uniforms and Clothing No. 364 dated July 3, 2008 allow the use of this uniform, like the dress uniform, in and out of formation.

What else is indicated in the Rules for Wearing Uniforms and Clothing?

According to Federation Order No. 364 of 2008, depending on the ranks, employees are assigned insignia (plates and stars), the basis for which are the shoulder straps of the Ministry of Emergency Situations. The ranks of the internal service in the Russian Federation are identical to the signs. The rules contain a detailed description of each element of the form. In addition, the document states at what distance from each other the insignia should be located and how they are sewn onto the shoulder straps of the Ministry of Emergency Situations.

What are shoulder straps?

Shoulder strap is a product rectangular shape with insignia located on it. These signs are:

  • stripes;
  • gaps;
  • stars;
  • chevrons.

Rank insignia can be located on the collar (buttonholes) or on the sleeves (sleeves).

It is easy for an inexperienced person to confuse shoulder straps with epaulettes. Their difference from each other is that the shoulder strap is a rectangular product and is sewn at one end to the shoulder seam, and the other is fastened with a button to the collar. Where are they used?

Shoulder straps in many countries are indicators of the rank, position, and official affiliation of the owner with law enforcement agencies, paramilitary forces, departments and organizations. Today, many government agencies, in addition to the Armed Forces, use shoulder straps: the Ministry of Emergency Situations, the Ministry of Internal Affairs, the prosecutor's office, the tax and environmental services. Completing of the work

The procedure for sewing shoulder straps consists of several stages:

  • Preparation of shoulder straps. The work consists of attaching insignia (stars, stripes) to an unsewn shoulder strap. When it is already sewn on, this procedure becomes more complicated.
  • The location of the shoulder strap on the uniform. It must be placed in such a way that its side away from the button rests against the seam connecting the shoulder to the sleeve in the tunic. The top edge of the shoulder strap should overlap the seam running along the shoulder by 10 mm. Thus, it is very important to shift the shoulder strap forward by 10 mm.
  • Attaching the shoulder strap to the jacket. This procedure can be completely performed using a thread of a different color (at the end of the work it is easy to remove). The shoulder strap is attached in three places: in the corners, at the point of contact with the sleeve seam and in the center. Pins can also be used for temporary fastening. This will prevent possible displacement of the shoulder strap on the jacket.
  • Sewing on shoulder straps. The work is done along its perimeter using stitches. This stage of work should be performed very carefully, so that barely noticeable points from piercing with a needle and thread are visible on top of the shoulder strap. The thread itself must pass from the inside out. In this case, it will not be visible, even if it is a different color than the shoulder strap itself. Each stitch must have an optimal length, which is 10 mm. To make the process easier, it is recommended to place the shoulder straps on the jacket so that their lower parts correspond to the seams with which the sleeves are sewn. This will make it possible to insert the needle into existing seam holes. Sewing should be carried out along the line of connection between the edging and its main part.

You can quickly cope with this work if the jacket is prepared in advance. It is recommended to use a thimble during the process itself, even if it works well without it. Those who have extensive experience in this matter note that through the shoulder straps sewing needle passes with difficulty. This situation can be corrected using pliers or tweezers. With these tools you can push the needle through like a thimble, or grab one edge and pull it through the shoulder strap. Using this technology, shoulder straps of various structures are sewn on: by police officers, the Federal Penitentiary Service, air force and the Ministry of Emergency Situations. Shoulder straps are removed only from summer uniforms. The winter version does not provide for this, since shoulder straps are sewn onto the jacket, which are not removable.

How to sew shoulder straps to a uniform shirt?

Before you put on a shirt in the summer, you need to prepare it. A uniform is considered ready to wear if shoulder straps corresponding to the rank are sewn onto it. This procedure is not difficult to cope with. The work of sewing shoulder straps should be done carefully and consistently. The process consists of the following steps:

  • Uniform summer shirts are equipped with belt loops and loops intended for fastening shoulder straps and buttons. There are belt loops and loops on the shoulders. Buttons are attached using loops, and removable shoulder straps are attached using belt loops. Each shoulder strap comes with one button. Using it, as well as one regular button, you can create a removable design that allows you to quickly remove insignia from your shirt if necessary.
  • Fasten the button from the kit above the shoulder strap. A regular button purchased outside the kit is located underneath. Both buttons are sewn to the shoulder strap.
  • Using a thick strip of fabric located under the shoulder strap, secure it to the shirt. This is done by threading this strip into special loops.

The principle of operation of this removable structure is carried out using a large running button, included in the kit, and a regular one, purchased in a store. These buttons, when fastened and unfastened, allow you to quickly attach the shoulder strap, and, if necessary, also quickly remove it. In this case, some difficulties may arise during removal. The reason is that the loop for the bottom button is too narrow. This shortcoming is corrected by expanding this loop. As a result, the button will fit into the buttonhole freely. The work is considered well done if there are no jams during removal, and also if the removable shoulder strap does not loosen.

Each employee of the Russian Ministry of Emergency Situations is equipped with two sets of uniforms, which are used depending on the time of year. One of the requirements of the Dress Rules of 2006 is the mandatory presence of insignia on the uniform worn. Therefore, every employee of the Ministry of Internal Affairs, the Armed Forces, the Ministry of Emergency Situations, and other paramilitary forces must be able to sew shoulder straps onto their uniform.
