Pension in Vladikavkaz in 2020 is paid on a common basis, as well as in other areas of the country. The republic is not among the regions with special living conditions, therefore, there are no increase in allowances and district coefficients.
Average and minimum payouts
The term “minimum pension” does not exist in legal practice. This is not a fixed value established at the state level, but rather a virtual designation that defines the threshold for comfortable living of elderly people in a particular region.
To determine this value, the standard of living of the population and the fixed payments established for other categories of citizens living in the region are taken into account. Therefore, for each region, this value is calculated individually.
For 2018, the following figures were decisive for North Ossetia:
- the minimum wage is 7,800 rubles. for budget and commercial organizations;
- the average cost of living - 9 129 rubles;
- cost of living of able-bodied citizens - 9,651 rubles;
- minimum for pensioners - 8 4140 rubles;
- the average size of payments in the region is 13,700 rubles.
The cost of a pension point (federal value) is 78.58 rubles.
Social allowances
At present, 209,729 pensioners living in the republic receive state maintenance in old age, of which 138,824 people live in Vladikavkaz. If the actual size of the citizen's pension is lower than the minimum established at the regional level, a social supplement is made.
Unfortunately, the actual amount of pension provision is not always proportional to the established minimum thresholds. In such cases, the citizen must contact the territorial branch of the FIU and write a statement for recalculation. You need to understand that the amount of the pension includes all monthly payments and the cash equivalent of intangible benefits. Any one-time benefits and one-time subsidies are not taken into account.
Regardless of the amount of security received, pensioners of the republic retain all kinds of intangible benefits. These include:
- tax deduction for the purchase of real estate;
- exemption from property and transport tax;
- targeted assistance to those in need;
- discounts on major repairs;
- reduced fare on municipal transport.

Since the majority of other significant indicators, such as minimum wage and pension provision, are tied to the subsistence level in 2019 in Russia, its size is of great importance for many Russians and foreigners working in the Russian Federation. It should be remembered that the cost of living for a child or a pensioner differs from the stipulated size of the consumer basket of an adult able-bodied person. It is also necessary to remember that in different constituent entities of the Russian Federation these indicators can also seriously differ.
Cost of living in 2019 in Russia - general indicators
The direct living wage in 2019 in Russia is 10,213 rubles per capita in the whole of the Russian Federation. It should be remembered that the relevant principles for calculating this indicator are established based on the results of the previous quarter (that is, at the moment, for the 1st quarter of 2019, the subsistence minimum set for the 4th quarter of 2018 is valid) and until May 1, 2019 are regulated by the Order of the Ministry of Labor No. 102n dated 02/20/2019.
Immediately from May 1, 2019, the cost of living in Russia will not change so far, since it will take time to analyze economic indicators and the consumer basket of the first quarter of this year.
In the whole country, the cost of living indicators are as follows:
- The cost of living for a child at the beginning of 2019 is 10,302 rubles.
- The cost of living for a pensioner at the beginning of 2019 is set at 8615 rubles.
- For an adult able-bodied person, the cost of living is 11310 rubles.
The subsistence minimum for pensioners is established by the provisions of a separate regulatory act, which in the case of 2019 is Federal Law No. 178 of July 17, 1999.

Given the fact that the minimum wage is now equated to the cost of living, including in the regions, these indicators do not always have to correspond to each other. In particular, certain regional regulations stipulate that the minimum wage in the region should be higher than the cost of living - for example, be 1.2 parts in some cases.
How is the cost of living calculated in Russia and by region
The cost of living is an indicator that should reflect the minimum amount of funds needed by citizens to meet the needs for housing, food, and the provision of non-food items - clothing, shoes and other necessary things.
The cost of living is calculated on the basis of the average consumer basket, which includes various food products. The non-food part of the subsistence level is not calculated on the basis of the price of goods or their specific list, but is equated to half the grocery basket, as well as utility costs. Moreover, the difference in the size of this indicator in different regions of the Russian Federation is ensured precisely due to the existing difference in prices in different regions.
It must be remembered that the cost of living is not an accurate indicator of what is minimally necessary for a person, therefore, first of all, it has the general statistical value necessary to determine the minimum sizes of various payments and payments to provide for a person.
The subsistence minimum can be used both to determine the actual minimum wage or minimum pension, and to calculate other payments. In particular, this indicator is also used to determine the necessary alimony in some situations. In addition, many other indicators and standards can also use the subsistence minimum and the dynamics of its change to calculate. This indicator changes according to the results of each individual quarter, however, the government of the Federation or constituent entities of the Russian Federation does not always manage to adapt corresponding calculations and resolutions to the indicators of the past period.
If the subsistence minimum is taken to calculate the maximum pension, then it should be remembered that in this situation all types of pension provision are taken into account. That is, a social supplement to the subsistence level is carried out only when the amount of the pension, even taking into account material security, is below the established indicators of the subsistence level of pensioners. The mechanisms for compensating the living wage also differ - if the actual pension is below the national level, the supplement is paid from the federal budget, and if higher, then regional finances are used.
