In addition, the insurance pension for disability is prescribed in the presence of any seniority, regardless of the time and causes of the offensive of disability. These same requirements are inherent in the accrual of payments due to the loss of the breadwinner.

For the appointment of pension for state support

From the federal budget, retirement money is allocated:

  • for long service: federal state civil servants, cosmonauts, military personnel and equivalent to them, employees of the flight test formulation;
  • on disability: victims due to man-made or radiation disasters, cosmonauts, military personnel and equitable persons, participants of the Second World War, employees of the Flight Testing;
  • with the loss of the breadwinner: families of military personnel, employees of the flight test composition and astronauts;
  • in old age: victims as a result of man-made or radiation catastrophes;
  • sockensia: disabled children (including birth), disabled people, persons who are not entitled to an insurance pension.

To obtain pension payments through the federal bodies, the requirements are made only to the total length of delivery:

  • for federal civil servants since 2019, it is 15.5 years (from 2019 - 16.5 years old);
  • for cosmonauts and pilots - 25 years for men or 20 - for women;
  • the servicemen establishes according to the Law of the Russian Federation of 12.02.1993 No. 4468-1 on the pension provision of these persons;
  • liquidators - 5 years;
  • disabled - missing requirements.

Minimum experience for the appointment of an old age pension

Until recently, the minimum insurance experience for old-age pensions was 5 years, but with the last changes since 2015, the calculus was as follows:

  • from 01/01/2015, the minimum was 6 years;
  • from 01/01/2016 up to 7 years;
  • from 01/01/2017 8 years needed;
  • from 01/01/2018 there will be 9 years.

In this way, up to 2024, it is planned to gradually increase this indicator to 15 years. If the value at the time of access to a well-deserved rest will be smaller, a person will appoint a social retirement to which surcharge will go to the subsistence minimum of that region where he lives.

The procedure for calculating the experience

In accordance with the Federal Law "On Labor Pensions in the Russian Federation", each insured person should be assessed by its pension rights, and the number of years does not affect this indicator. The rating of pension rights occurs in two stages, based on the spent period of work activities: until January 1, 2015 and after. In the first case, calculus occurs with the use of the calculation rules opened and taking into account preferential order. In the second, the procedure for calculating the service is governed by the provisions of the Law No. 400-FZ "On Insurance Pensions".

Raising coefficients

When there are no special conditions, the service is accrued in the calendar. However, taking into account the latest changes to some categories, correction coefficients are used:

  • 1.5. Applied for citizens who were subjected to radiation radiation during actions to eliminate the consequences of the catastrophe at the Chernobyl NPP (the exception is military personnel);
  • 2.0. Employment in leprosaries or other institutions to combat dangerous epidemics are taken into account. By this coefficient falls undergoing military service.
  • 3.0. For participants in hostilities and are on the treatment and rehabilitation after military injuries.

What periods are not taken into account

Each person must understand that there are certain temporary segments that are not taken into account in the insurance experience. These include:

  • periods taken into account in the appointment of a pension in accordance with the norms of the legislation of another state, however, foreigners can rely on the appointment of pension by age, if they constantly live in Russia;
  • periods of service before the appointment of a disability pension, or labor activity, taken into account when determining the amount of pension payments for long service.

Pension in the absence of insurance experience

Taking into account the fact that a person did not work at all, he is appointed by a social pension in old age (if there is no other possible grounds for obtaining a different type of state pension). This is a legally established minimum amount - such a state guarantee. However, the beginning of the retirement age increases to 65 years in men and 60 - in women.

Representatives of the small peoples of Siberia and the North, engaged in natural labor, also receive social projects, but men with 55, and women from 50 years old. In addition, with the complete absence of the fact of employment in the disabled person or the deceased breadwinner, an appropriate social pension is appointed, the size of which is indexed in accordance with the order of the Government of Russia.
